Login your Blogger Account
Select a Blog
Go to Dashborad > Settings > Search Preferences > Meta Tags
Select YES to Enable Search Description
Click Save Changes.

So, this is the easiest way to enable meta description to your blogger blog.

After enabled Meta Description, then follow these steps.

Go to Dashboard > Select a Blog > Posts.
Click Edit for one of your Old Blog Posts or create a New one.
In the right sidebar of the Text Editor, click search description and specify.
Click Update or Publish Your Post.

So, this is the easiest way to add meta description tags to each blog post.
